Is tubal ligation free in Quebec?

I have a very important question: I have epilepsy since my birth, I am 39 years old and I want to have my tubes tied. I want to have them cut because I don't want to have a child. ???? I am seeing my family doctor on June 1. and I have epilepsy and I don't want a child!!! Is it paid for the operation in Quebec to have the tubes tied and what do I have to tell my doctor so that she agrees to say yes please??? And I want to know if I get both tubes cut I won't be able to get pregnant???
