My daughter has red blisters around her mouth?

I just got back from a beach trip with my daughter and last night when I got back she was red around the mouth but this morning it became swollen very red with bells in it. Could it be a sunburn? Or impetigo or something else?!

Did she have a sunburn elsewhere, or blisters elsewhere?

She is prone to eczema. She has a fragile skin. However, she had sun cream as usual so I don't understand why she would have had a sunburn but maybe I had applied the cream wrong?

Indeed, it could be a burn or impetigo. Impetigo evolves quickly and forms yellow scabs when the blisters break
I strongly suggest that you go to a pharmacy, an ointment can be applied to reduce the healing time, the pharmacist on duty will be able to tell you which one behind the counter. Only lightly pat the area with a soft compress to clean
If it is painful, acetaminophen can be used as needed.
