I've been on citalopram for 1 month and 1 week (including 3 weeks on the 20mg) and I don't feel 100%. On top of that I have a headache. Is this normal?

Headaches should usually stop after 2 weeks at the same dose.

And considering the fact that you're not feeling the effect 100% yet, that's completely normal. Usually, we see a much greater effect after 6-8 weeks of taking the 20 mg dose.

6 to 8 weeks of the "target" dose, so 20mg in this case. :)
