In my opinion, this type of operation is not covered by insurance, no (but you could validate with your insurance companies).

That said, be aware that your breasts will change a lot more in the next few years, for example when you have children. So, before thinking about a "permanent" solution to this situation, I think it would be best to simply wait until you have children (if you want them, of course!).
