What could be that ball/chair coming out of her vagina? Can it explain her pain?

Hello! For the past 3 weeks, my 2.5 year old daughter has been complaining of pain when she pees. We did 2 urine cultures that came back negative for urinary tract infections. Tonight, during a diaper change, I notice that a little ball/skin/chair (hard to explain) is coming out of her vagina. Is this normal? It wasn't there in the last 3 weeks. What could it be? Thank you very much for your quick response. We have already consulted 3 times, but no doctor knows what she has and no one is investigating further. I'm going back for a 4th time. Thank you
