Hello, my 13 month old boy has a very dry scalp (dry patches), he doesn't have much hair and has dry skin with a tendency to eczema. I have to cream his body twice a day in winter, but how can I moisturize his scalp?

Applying baby oil after the bath might help. Also, you should avoid scented shampoos or soaps if you have any.
