Why is cortisone such as Cortoderm contraindicated for people with cold sores?

Hello,
I have been prescribed Cortoderm 1% for what appears to be eczema. What does this have to do with the contraindication of the product for cold sores?
I am a carrier, but I don't have any cold sores right now. I was wondering if using the ointment is only contraindicated if you have an active lesion.
