My baby has red patches and pimples on his arms (7 months old). Allergies or intolerance?

It is virtually impossible to make a determination without seeing the pimples/plaques first. Thus, I recommend that you go to a pharmacy and show the lesions to a pharmacist. The latter will be able to direct you to a product or to a medical consultation if he or she deems it necessary.

Please note that in the current situation, I would tend to wait a few days to see if it progresses favorably before going to the pharmacy, as a matter of avoiding exposing yourself to a risk of contagion.
