A red spot on the penis can be caused by many different reasons. It could be normal and harmless since the skin in that area is thin and rather sensitive. On the other hand, the presence of other symptoms, such as pain, secretions, inflammation, itching, or lesions, could mean something else and increase the urgency to consult a doctor.

For now, I advise you to monitor the evolution of your symptoms (appearance of new symptoms, enlargement of the red spot) and to maintain good personal hygiene. If this red spot persists for several weeks without improvement, I would recommend you to consult a doctor.
