I have a 3 week old daughter that I bottle feed. She is currently on simulated milk (ready to serve and condensed milk). Is this good or not?

However I would like to buy the baby brezza machine that prepares the bottles automatically with milk powder. But I would like to know if it is safe or not to use this machine? I know that the water has to be boiled so I was thinking of using distilled water in the machine instead of tap water.

Hello Ma'am,
Neither demineralized water nor distilled water (known as pure water) is recommended for babies because of the lack of minerals. These types of water can have an adverse effect on health. This is because some minerals that are normally found in water play an important role: calcium is useful for the formation of bones and teeth, potassium and sodium are needed for muscles, while magnesium is necessary for the mineralization of bones and teeth and for proper muscle function.
Boiling water for one minute is enough to destroy harmful microbes and make it safe to drink, without health risks. It is convenient to store this water, in small quantities, in a clean sterilized container with a lid, for quick consumption so that microbes do not have time to multiply. Boiled water can be stored for two to three days in the refrigerator or 24 hours at room temperature. Boiling the water, however, does not remove the chemicals or minerals.
As for the machine, I don't know enough about it to recommend it.

I wonder, does the milk powder have to be mixed with the water when the water is boiling or can it be cooled and then mixed with the powder?

It's best to wait until it cools down.

That said, it will be easier to mix a powder in warm water than in completely cold water.
