Is it possible to decrease its oxygen flow despite its dependence on 3.5L?

Setting: a COPD patient is O2 dependent at 3.5 liters/min. Her aim is 88-92%. She saturates at 96% with her 3.5L. Can I decrease her oxygen flow even if she is O2 dependent at 3.5?

It is impossible and potentially harmful to attempt to answer this type of question as there is a great deal of information missing to fully monitor the person's condition.
