I'm sure they screened for strep, and I believe they screened for tonsillitis. The results were negative. However, I have had constant pain in my tonsils, neck and ears for the past 3 weeks. My tonsils are bright red and swollen but have never had any white spots.

In such a case, it is best to go back to a doctor or find a pharmacy that provides strep tests. Indeed, it is possible that your test was false negative, which means it should have been positive, but was not.
In the meantime, I would recommend taking Advil™ for the pain and avoiding irritating foods.
But consultation is, in my opinion, the best chance you have of treating this pain.
