I have psoriasis and red, itchy patches on my penis near the glans. What can I apply to relieve the rash? Is hydrocortisone appropriate?

These patches often appear when you wake up in the morning.

Hello,
First of all, it is important to characterize the plaques. Do they look like psoriasis lesions? Are they directly on the skin, or are they directly on the glans? Redness and itching on the glans can indicate balanitis, a benign (and safe) fungal infection, which is treated with a different cream than hydrocortisone.
I look forward to hearing from you,

They are red lesions that only reach the skin. They look like psoriasis lesions but they are not scaly.

This morning, it's much less bad.

Thank you for the quick response!
In order to properly diagnose the plaques, I would encourage you to consult your family doctor. It is important to use the right medication, and while a hydrocortisone cream may help in some cases, I would make sure to get confirmation from your doctor first before starting treatment
Once the diagnosis is made, your family pharmacist will be able to suggest an over-the-counter cream, or honor the prescription written by the treating physician.
I hope I have answered your question correctly!

The problem is that I don't know in advance when the plaques will appear, so it will be difficult to show them to my doctor.
