She's 3 years old.
We've tried moisturizer, canesten, polysporin.
It's cracking to the point of blood. Always the same toe. So dryness maybe.

A 1-week course of Canesten is not long enough to treat a fungal infection, so we can't rule out fungal infection. However, fungal infections are quite rare in young children...
Since it's hard to tell without seeing your daughter's foot, I would advise you to go to the pharmacy and show it to the pharmacist so they can identify if it's dryness, an infection or something else.
If the verdict is that it is dryness, I would advise you to try Uriage Bariéderm fissure crack ointment.
