Let's try another strategy for 7 days and see how it will impact her skin's hydration.
In children with very dry skin, sometimes bathing every 2 days and using any kind of product is "too strong" or too drying. In these children, bath every 3 days, and simply use a small warm wet washcloth without soap or product to gently wash the face and "folds" every night.
When bathing, do not use any product. Instead, use a washcloth to wash the face and skin and towards the end of the bath, put a little grapeseed oil or olive oil in one hand and then brush it on the child's skin. This will act by isolating the very wet skin (because he is still in the bath) and will form a kind of barrier against dryness. Then take him out of the bath and blot the skin with a towel. Don't try to remove all the "oily" effect, it will go away on its own in less than 2 hours.
I've had very good results with other parents dealing with a similar situation to yours. Give it a try! :)
