Can puberty start only in one breast?

Hi, my 10 year old daughter has a lump under one nipple. I assume that she may be starting puberty but it is only 1 breast. I'm wondering if this is normal. How can I tell the difference between a cyst, a blocked duct, or puberty. She has no pain.

It is difficult, if not impossible, to determine if it is puberty at this time.
If there are no other symptoms, just monitor the situation.
It can happen during puberty that the development is not equal or symmetrical.
