Can puberty start only in one breast?

Hi, my 10 year old daughter has a lump under one nipple. I assume that she may be starting puberty but it is only 1 breast. I'm wondering if this is normal. How can I tell the difference between a cyst, a blocked duct, or puberty. She has no pain. My 10 year old daughter has a lump under 1 nipple only.
