Pain at the base of the penis

I have a hard swelling of a vessel (I don't know what it could be) that starts on the right side of the base of the penis and goes down along the bottom of the scrotum, it doesn't seem to be attached to a testicle. The pain is present at the touch and during an erection. It happened after a sexual relation.
