The sources I have found are contradictory about using Vicks directly on the skin during pregnancy.
I believe that it should ideally be avoided as a precaution
If not already done, the best solution is nasal hygiene with saline water such as Sinus Rinse, Hydrasense and others, which can be done as often as needed during the day and at least 30 minutes before bedtime. Also, lozenges like Fisherman's Friend are safe during pregnancy.

Except my question is instead of vicks can we do an old grandma method and make a mustard fly?

The mustard method is not contraindicated during pregnancy. However, there is no information to indicate that it is an effective technique, especially since application to the skin can irritate or burn.
