What could it be and what to do to reduce development?

Hello, for about 5 days my boyfriend has had "pimples" growing in his mouth. I thought at first it was a cold sore but I think it's something else. He has other symptoms like headache and chills/heat. He can't eat (not even yogurt) because it burns.
