Good evening, my 3 year old daughter has been scratching all over for a few days. She has a fever (38). She has two small pimples and a good patch since she scratches.

Good morning, ma'am,
This can be a common problem in children as many childhood conditions manifest themselves with patches or rashes.
The most important thing is to monitor her general condition. If she develops a fever, she should be seen as soon as possible.
Otherwise, just monitor the situation and apply a fragrance-free moisturizer such as Aveeno, Base Glaxal, Cerave or other, as often as necessary during the day. In the vast majority of cases, this will resolve itself.
If the situation persists for more than 10 days without improvement or if it gets worse, I suggest consulting a doctor, purely as a precaution.
I hope I have been helpful to you, I remain available if you have any other questions
