I feel short of breath and I have a lot of sputum?

Last Friday I started to have tingling in my throat and then my temperature went up to 38.5 on Sunday I had a negative test I feel short of breath and I have a lot of sputum my temperature had gone down but it has started to come back in the meantime I have had two Covid tests always negative I ask should I consult since my condition is not getting better?
