How long have you noticed this? Are there patches or lesions elsewhere on the body?
Has the affected area been in contact with an irritant?

no other lesions on his body, no fever. I thought maybe some irritation from his water boot.

Considering that it is located in the same area of both feet, it may be a contact irritation. To this end, I suggest applying an ointment such as Vaseline or Aquaphor or a protective paste such as Zincofax extra strong (40% zinc oxide) as often as necessary during the day, while avoiding the suspected causes.
Avoid using soap on the area and rubbing with the towel, rather lightly pat and apply the ointment or paste quickly afterwards.
If the situation persists for more than 7 days without improvement or worsens, I suggest consulting a physician.
