If it's on both sides, could it have been exposed to an allergen or a new substance? Like a perfume, detergent, cleaner or something else?

You'll want to make sure he doesn't scratch the area. Encourage the application of fragrance-free moisturizer as often as necessary. Mark the area with an ink pen: if the redness goes beyond the mark, you should consult a doctor as a precaution.
