I feel out of breath at the slightest effort?

Hello, my problem is one of severe shortness of breath at the slightest effort. If I take my blood pressure during this shortness of breath it's like 129/115 and heartbeat 115. I met a pneumologist and he said that my lungs are perfect and that the sound comes out of my throat and not my lungs.
