Can a cream I apply to my chin cause irritation on my neck?

My family doctor prescribed a cream for my acne. I was warned that the cream could cause redness and that it would dry out my skin. However, I started to get big red patches (like exema) on my neck. It itches and burns a lot. I only put the cream on my acne (at the limit of my chin) so not on my neck.
