Hello, thank you for your question!
By taking the suppressant treatment regularly, your partner can greatly reduce the risk of transmission. Unfortunately, there is no such thing as zero risk. That being said, if possible of course, wearing a condom during sex can help further prevent infection. Also, it will be very important to avoid contact in the event of a rash.
I hope I've been helpful, so please don't hesitate to ask if you have any other questions!

If there is no rash, is there a risk of transmission?

There is a lower risk of transmission if there is no rash but it is not zero.

And since it's herpes type 2, are there any risks with oral sex?

Yes, it is a surface virus.
Type 1 can be transmitted to the genitals and type 2 can also be transmitted to other parts of the body like the mouth. It's less common, but not impossible.
