I take it for granted that a baby nail clipper doesn't usually inflict a very large cut, so in my opinion the best thing to do is: Wash the wound with soapy water; Apply a bandage to the wound. If the bleeding persists for several hours and eventually runs outside the bandage, it's a sign that the bandage won't be enough and should be shown to a doctor.
