Baby has small red spots around her mouth only after eating eggs, disappeared after 20 minutes Is this an allergic reaction, can I give the eggs back or should I wait?

Many references indicate 2-4 weeks. I would suggest waiting at least 4 weeks, and if you want to retry the exposure, you will have to do it with a much smaller total amount (such as a very small amount of the suspected food compared to the total meal).

Could it just be a skin reaction since she gets very dirty when she eats and the spots occurred after washing her face?

Yes, it is very difficult to establish a cause with certainty, there are many confounding factors! That being said, when a food allergy is suspected, it is best to take every precaution and take your time before attempting to expose the person to the suspected food.
