My baby is teething (4 months) and has a fever of 37.5 (pain, crying). I gave 1ml of Tylenol. Is Oragel recommended?

Hello Ma'am,
No, I do not recommend Orajel™. It can reduce the child's sensation when swallowing and cause choking (theoretical risk, but still). Also, this medication provides very, very short relief.
Instead, I recommend getting teething toys that can be put in the fridge. The child will be able to chew on the toys which will provide more consistent relief.
If you don't have such toys at the moment, I recommend simply wetting some washcloths and putting them in the freezer for a few minutes. Allowing the child to chew on the cold washcloths will help relieve the pain.
And of course you can continue to give the child Tylenol™.
