Our baby is having seizures with nasal hygiene?

Hello! We are unable to clear our child's congested nose (2 years old). We have tried: sinus rinse, hydrasense, baby fly, but he is so scared that he is having fits as if his life depended on it. We can't keep him still because he moves so much (even with two people!) and we can't do the technique properly.
