How do I know if I have allergies or a cold?

Since 2 days I have a congested nose constantly, which sometimes takes my breath away for example when I eat because I can't breathe through my nose. No sore throat, blocked ear though. No cough. Covid test negative. I wonder if it is an allergy or a cold. So I don't know what medication to take. Can I take Cold and Sinus in addition to Reactin?

runny nose sometimes but it stays more congested, eyes hurt a little but no discharge

I would opt for nasal hygiene with a saline solution (Hydrasense, Sinus Rinse and others), which can be done as often as needed during the day, and at least 30 minutes before bedtime. By 'cleaning' the nasal secretions, we can decrease their backward flow, which often causes coughing, sneezing, and congestion. It's a bit unpleasant but works wonders!
I would be inclined to suggest taking an anti-histamine like Claritin or Aerius. You can get a good idea of their effectiveness after 5-7 days. If allergies are suspected, we should try to avoid exposure to them as much as possible: avoid carpets or vacuum frequently if allergic to dust; avoid keeping windows open in dry or windy weather if allergic to grasses, avoid drying clothes outside, change clothes and wash hands after an outing, etc.

Could it be sinusitis? I have good pain and pressure in my nose going up and over my eyes?

Nasal hygiene should also help with the symptoms if it is sinusitis.
If, however, the symptoms persist without improvement for 7 days or get worse, a doctor should be consulted as a precaution.
