I give him nasal hygiene regularly. His brother has ventolin and alvesco pumps. Can I administer them to him? The emergency room is overflowing and I am a nurse. I know she probably has bronchiolitis because it's the same symptoms every time

Good morning, ma'am,
I cannot recommend that you give your child medication intended for another person. A safe treatment for one person could be dangerous for another
You did the right thing with nasal hygiene, I recommend that you do it as often as necessary during the day and at least 30 minutes before bedtime. Also encourage your child to drink often, even if it means giving smaller amounts frequently.
If your child's symptoms persist for more than 7 days without improvement, or if his or her condition deteriorates, he or she should be taken to a doctor for proper diagnosis and, if necessary, treatment.
Sincerely,
Tom Samaha, Pharmacist

Should I bring her to the emergency room since she is having a lot of trouble with her circulation? Or since her general condition is good can I wait?

Indeed, if her general condition seems good, she drinks, wets and soils her diaper, the monitoring is sufficient for the moment.
