My 3 year old hardly speaks, what should I do?

What to do, a child of almost 3 years old who does not speak (only says mom) he passed tests of deafness, and everything is beautiful!!! What to do? I saw a speech therapist and he told us not to worry! The child doesn't even say dad! Where to go to see?
