What temperature is considered a fever for a 2 year old?

My daughter's temperature is always high but she doesn't have a fever. Could it be that her body temperature is only high? She is 2 years old when she was born and they kept us an extra day because of her high temperature.

By the buttocks... and I don't know I take it frequently because she's coming out of pneumonia and I want to make sure she doesn't get a fever again... usually I don't take it for nothing so I don't know if it's part of her habit to be always so high without doing it

Fever by rectal route is any value above 100.4 Farenheit, which is equivalent to 38 degrees Celcius. As long as the temperature does not exceed 100.4, it is not considered a fever
As for the variation, it is normal during the day for the temperature to fluctuate a little.
If the temperature of 100.6 was only once, there is no need to worry.
