No change in soaps or anything else...can stress be a cause?

It's possible that stress is contributing, but hard to determine that beyond a shadow of a doubt.
For now, I suggest a fragrance-free moisturizer like Aveeno, Cutibase, Base Glaxal, Cerave and others. The cream should be applied at least 3 times a day and after every time you wash your hands. Be persistent.
Avoid scented soaps and avoid rubbing the skin vigorously to dry it, instead you should lightly pat it to leave a thin layer of moisture, then apply the moisturizer quickly after.
Cold weather is coming so I suggest applying the cream before going out and if possible wearing gloves.
I invite you to try these measures for 10 to 14 days. If the situation does not improve or gets worse, I suggest that you consult a doctor as a precaution.
