For as long as I can remember, the glans of my penis has always been pink in the center and white on the sides. Is this normal?

Is the white more of a slight discoloration, or white like smegma? Also, are you circumcised?

This discoloration is quite normal, yes. It is also accentuated by the fact that you are uncircumcised and in order to see the sides of the glans, you have to pull the foreskin down.
