What are the criteria for a pharmacist not to provide a Naloxone kit to a patient or other person?

I took a CISSS training on Naxolone and I have a kit. I was told that anyone could have one for no reason and even a piece of identification for themselves or a loved one or as part of their work. I referred a person to a pharmacy to get a kit. The person was refused the kit by the pharmacist after a questionnaire. I am quite surprised by this event. I would like to know when a pharmacist can administer a questionnaire or ask for information about the use of the kit and the applicant. Can the pharmacist refuse to give the kit and the training to inject it? What are the government's distribution rules regarding Naxolone kits for citizens? Thank you

Hello Ma'am,
You can find here the list of criteria in order to obtain a naloxone kit from a pharmacy. I recommend that you confirm with the person who has been denied the kit which of these criteria is not met.
If in your opinion all criteria are met, then I recommend that you return to the pharmacy to obtain the kit.
